The draft changes would make it possible for Ljubljana to declare
any kind of sea zone in compliance with international law and the UN
Convention on the Law of the Sea.
According to several notes which the Slovene Foreign Ministry has
sent to Zagreb this year, Slovenia insists that it had the access to
the open sea and the right to declare sea zones while it was a part of
the former Yugoslav federation and after its disintegration, and
that it also has it today.
