The first delegation received was that of the Croatian Democratic
Union (HDZ) led by party president Ivo Sanader, who is seen as the
most likely prime minister-designate.
The HDZ delegation included party vice-president Jadranka Kosor
and presidency member Vladimir Seks.
Under Article 97, paragraph 3 of the Constitution, the President of
the Republic offers the mandate to form a government to a person
who, on the basis of division of seats in parliament and
consultations, enjoys the confidence of a majority of members of
parliament.
The HDZ has 66 members of parliament and has won the support of ten
representatives of other parties and minority representatives.
Italian minority representative Furio Radin has announced his
support for the HDZ, and the Peasant Party (HSS) is also expected to
back Sanader in forming a government.
