Under the Law on the Election of Parliamentary Representatives, all
political parties registered in Croatia on the day of publication
of the decision to call elections in the official gazette have the
right to nominate candidates. Generally, less parties are
nominated in elections than are registered.
There were 83 registered political parties in Croatia before the
parliamentary elections of 3 January 2000. Thirty-five parties put
up one-party slates, there were 15 coalition slates and 20
independent lists.
Only one independent party slate - of the Croatian Democratic Union
(HDZ) - and three coalition slates - SDP-HSLS, HSS-LS-IDS-HNS-ASH
and HSP-HKDU - made it into the parliament.
Independent slates, as ad hoc groups of citizens nominating
candidates in elections, require 500 voters' signatures to
nominate candidates. Independent slates, unlike political
parties, are not registered legal persons with continued political
engagement.
