displaced persons, were not being implemented.

On June 26, the Ministry of Justice was instructed to obtain final
court judgements on the payment of rent following lawsuits by the
owners of houses occupied by displaced persons, so that the
government could make a deal with them and take upon itself the
payment of rent.
"Although three months ago the government took on the commitment to
stop distraint proceedings for 30 days against displaced persons
and returnees who failed to pay rent for houses and apartments they
occupied, and to reimburse those who had been forced to pay, not a
single such case has been solved," ZPH president Josip Kompanovic
told a press conference after the ZPH session.
"It's a national disgrace towards people who suffered most during
the Homeland War, which goes to show how insensitive this
government is," he said.
Kompanovic said the ZPH had invited Justice Minister Ingrid
Anticevic Marinovic to attend today's session, but she did not
respond.
"Courts have issued about 200 rulings against returnees who
occupied other people's houses and apartments during the war,
ordering them to pay between 100,000 kuna (approx. 13,000 euros)
and 200,000 kuna (260,000 euros)," Kompanovic said. Those who could
not pay had their property seized, such as cars and furniture they
were given by the government in the process of housing
reconstruction, he added.
