The government's legal experts have estimated that publishing a
list with the names of soldiers who were allocated flats could
trigger numerous lawsuits, government officials say.
They say that the list of soldiers given flats and housing loans is
just one of the lists of budgetary beneficiaries and that it would
be unfair to make it public without publishing, for example, also a
list with the names of people granted housing reconstruction funds,
which is also said to include people who are not entitled to them.
In an attempt to fulfil its obligation to state how government funds
are spent while respecting the law on the confidentiality of some
information, the cabinet has entrusted the government's
legislation office to see if the situation requires a new law or
only changes to the existing law on the confidentiality of
information.
At the end of August, Prime Minister Ivica Racan and the government
supported War Veterans Minister Ivica Pancic's decision to publish
a list of disabled soldiers who were allocated flats and housing
loans.
It was stated at the time that the government would consider the
list in two weeks' time and have it published in the National
Gazette.
