employers on changes to Labour Act began on Monday, union sources

The referendum was jointly announced by four of five union
federations and unions outside them. One of the four, the
Federation of Independent Trade Unions of Croatia (SSSH), however,
will decide if it recognises the referendum as joint and valid once
results are known.
SSSH believes that Independent Croatian Trade Unions has violated a
joint agreement by the four federations because it distributed
among its members its own leaflet about the results of negotiations
in addition to a joint leaflet distributed among all union
members.
The negotiations on changes to the Labour Act and six accompanying
laws lasted three months. The government forwarded them into
parliamentary procedure last week.
The results of the referendum should be disclosed between June 23
and 27.
According to an agreement between the union federations, the
referendum will be valid if two-thirds of all members take part in
it. Results will be binding for unions only if the majority say the
changes are either positive or negative.
