penal code and a law on criminal proceedings, drawn up by the UN

The UNMIK handed over the draft acts to the government and
parliament of Kosovo to consider them. After that the wording of the
two documents will be mulled over by the UN Civilian Administrator
in Kosovo, Michael Steiner, who has the final say in allowing
whether the laws should take effect.
The government and assembly of Kosovo are expected to make some
suggestions, but there will be no voting on the matter in
parliament, as the local judiciary is within UNMIK's competence.
International and local experts have worked on the draft acts
trying to adjust them to the international human rights standards.
So far, a law on criminal proceedings of the former Yugoslavia and
various rule books of UNMIK have been applied in this field.
