The ministry said in a statement that it was not authorised to issue
such certificates, which were issued by local offices of state
administration where war invalids were submitting their requests
according to their place of residence.
The ministry also presented data to dismiss other criticisms,
noting that Minister Ivica Pancic would soon meet the association's
representatives.
