The committee concluded that if parties in parliamentary debate
failed to reach an agreement, it would consider technically
adjusting the existing electoral law with changes that were made to
the Constitution and provisions of the constitutional law on the
rights of national minorities.
Most members on the committee cautioned that in less than a month
the constitutional deadline would expire for adopting the new
electoral law at least one year prior to the holding of the ballot.
The current law, therefore, should be changed only technically,
they said.
