believes that early elections should be called on the state and
local levels in order to finally settle "the chaotic and critical

"I don't know where the situation is more chaotic, in units of local
self-rule or in the country in general. The early elections should
already have been called to protect the credibility of democracy,
which is being endangered by a part of the ruling coalition,"
Milorad Pupovac said at a news conference on Friday.
The SNV is going to propose to the government and parliament
amendments and supplements to the law on the election of members in
units of local authorities and self-rule.
Pupovac added that the Sabor would be requested to clearly define
the representation of minorities in executive and administrative
bodies in units of local self-rule. The Council will also insist on
statutes guaranteeing the representation of minorities in city and
municipal leaderships.
The election of a council of ethnic minorities, as envisaged by the
constitutional law on ethnic minorities' rights, should be
regulated with a separate law, which is one of the proposals Pupovac
is going to suggest to parliament to adopt.
