The committee concluded that the government and employers still
disagreed with unions regarding the expected effects of proposed
amendments and reasons for the adoption of the new law.
Labour and Welfare Minister Davorko Vidovic claims that changes to
the Labour Act should make it possible for employers to adjust to
European laws and that Croatia is already late with passing the
amendments.
The times of secure jobs have passed, he said, adding that with the
government-sponsored bill and measures were aimed at creating
conditions for secure employment. He said that solutions should be
found to alleviate possible negative effects on workers.
The president of the Independent Croatian Union, Kresimir Sever,
requested that instead of the first reading, the parliament should
hold an introductory discussion on the changes to the Labour Act so
that social partners could have more time to reach agreement on
contentious provisions.
Union leaders reiterated their opinion that the government wanted
to change the said law because it had made a commitment to the
International Monetary Fund and the World Bank that it would
restrict workers' rights.
Today's session was attended by representatives of the Justice
Ministry who informed MPs about the preparation of laws regulating
labour disputes and sanctioning employers who do not pay wages or
employ workers illegally.
