department has said that some 30 percent of the active military
staff failed to meet criteria of the professional development and

According to Zeljko Valentic, there are 17 percent of soldiers who
have not fulfilled the said criteria, 33 percent of non-
commissioned officers and 42 percent of officers.
Valentic was quoted by the latest issue of "Obrana", the ministry's
official gazette, that the figures did not include data on the
health condition of the military staff, which was also one of the
criteria for remaining in service. Reports of doctors' commissions
that examined employees are arriving in the ministry, and it is
possible that percent of those who are not fit for the continuation
of the service may be higher, he added.
According to Valentic, as of 2 March, it should be established who
will remain in the military and who will have to leave.
The first stage of the reorganisation of the defence sector, which
should wrap up in late March, envisages that the ministry will lay
off, dismiss or find new jobs for some 12,000 people out of the
current 40,000 employees.
According to plans, the number of employees should be cut to some
19,500 until 2005. In addition, 5,000 new people should be employed
and thus the final figure is about 25,000.
