ZAGREB, Feb 20 (Hina) - The Croatian government on Thursday adopted a decree on the mandatory supplies of oil and petroleum products which must be ensured by all importers of oil and petroleum products who realised a net import of at
least 25 tonnes of the said items in 2002.

The decree is both for the peace-time and war-time periods, and its
purpose is to upgrade the security in the provision of supplies of
oil and petroleum products, Premier Ivica Racan said at Thursday's
session of the government, responding to some media reports which
labelled the government's decision as a war decree in light of the
developments surrounding the Iraqi crisis.
Under the decree, the importers in question should ensure the
reserves of 25 percent of their net imports from 2002, but they can
meet the criteria gradually, so that the full stocks have to be
provided by the beginning of 2006.
As of 1 April this year they must have stocks of 10 percent of the net
import, at the beginning of 2004 this will amount to 15 percent, and
the year after to 20 percent so that at the beginning of 2006 this
will reach the obligatory 25 percent.
The importers, covered by the decree, are obliged to care for the
storing on their own.
Economy Minister Ljubo Jurcic said the decree prevents possible
imbalance in the provision of oil and petroleum products and this
issue was now regulated in accordance with directives of the
European Union and standards of the International Energy Agency.
