In his report covering the activities of the UN transitional
administration (UNMIK) since last October, Annan pointed to

It is important that the Kosovo leadership recognises the necessity
that it must first show solid achievements to the benefit of all
communities in the field in which it has jurisdiction within the
constitutional framework so that it could be given additional
authorities, the UN Secretary-General said.
