Solana spoke to the press before the start of an EU summit expected to give Croatia a date for the start of membership negotiations.
He said he believed Croatia would manage to secure that the talks start soon, but added Zagreb must know that it had commitments it must not forget, namely cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY).
Solana said meeting commitments did not refer to Croatia alone but to all countries which had obligations towards the UN court. He added this was extremely important and that full, stable and open cooperation was expected of them.
