High representative advocates reform of Bosnia's police system

SARAJEVO, Dec 12 (Hina) - High Representative to Bosnia-Herzegovina Paddy Ashdown said on Sunday the work of the Police Reform Commission (PRC) would bring about the establishment of a uniform police structure without the possibility of political interference, Ashdown's Office said in a press release.

Speaking at the start of the final round of talks within the PRC, Ashdown said the commission's task was very clear -- the creation of a uniform police system which operated without political interference, and was capable of serving citizens and fighting criminals at every level.

The PRC's members have until Wednesday to agree as to the future organisation of Bosnia's police.

Ashdown criticised Serb officials who advocated retaining the current two entities' police forces.

He said Bosnia's citizens could not expect visa regimes to be liberalised in their respect without a police reform and one truly effective police system. He recalled police reform was one of the 16 conditions of the feasibility study for the opening of Bosnia's EU entry talks.

Ashdown dismissed the possibility of an announced eight to nine police regions in the country having independent budgetary or legislative frameworks of activity.

He said the police reform had three principles -- state permission for all budgetary and legislative police related issues, functional areas of police jurisdiction, and no political involvement in police operations. He added these were fundamental European principles.

Ashdown said that until now, the entity police forces only served criminals to whom the entity boundary was never an obstacle.

He said a poll showed that more than half of Bosnia's citizens who had been victims of crime were dissatisfied with police reaction. More than 80 percent in both entities feel that criminals go unpunished, while 87 percent feel that politicians should do more to make sure that police forces acted more effectively.
