OPPOSITION CALLS FOR NEW COMMISSION ON CONFLICT OF INTEREST

ZAGREB, Oct 29 (Hina) - Leaders of parliamentary opposition parties on Friday formulated requests to be presented to the Parliament Presidency, including a request to dissolve the Commission on Conflict of Interest and set up a new commission.

The leaders of six parties (Social Democratic Party, Croatian Peasant Party, Croatian People's Party, Istrian Democratic Assembly, Croatian Party of Rights, Libra) request that the government be bound to present, within a period of 30 days, its opinion on submitted bills, and if it fails to do so, the parliament will discuss the bills at its next session without the government's opinion.

The Opposition offers a solution for the situation when parliamentary committees lack quorum and cannot formulate their opinion on a bill, which blocks the possibility of discussing the bill at a plenary session.

They propose that in such situations the parliament should be sent a report on what the committee had established.

The six parties propose that a bill sponsored by at least one-third of MPs be discussed under urgent procedure.

They advocate observance of the set agenda, and propose that subsequently proposed items be added at the end of the agenda.

The Opposition also requests that the parliament abandon the practice when the session chairman denies the floor to a deputy if he believes that the deputy is departing from the topic discussed, and that clubs of deputies be granted a break when it is requested in line with the Rules of Procedure, as well as that an agreement be reached on the procedure to be followed by the session chairman in case of insulting and inappropriate statements.

The requests will be submitted to the Parliament Presidency which will hold a session today.

The opposition leaders expect the Presidency to answer their requests until Tuesday.
