SABOR OKAYS REPORTS ON ARMY, CENTRAL BANK, PUBLIC PROSECUTORS

ZAGREB, Oct 15 (Hina) - The Croatian parliament on Friday turned down a conclusion moved by the strongest opposition party -- the Social Democratic Party (SDP) -- that the government had breached an earlier conclusion of the Sabor in connection with relations between Croatia and the International Monetary Fund.

The SDP, supported by other opposition parties, demanded that the Sabor conclude that the government breached the March 2003 conclusion on the relations with the IMF when it signed the latest stand-by arrangement with the Fund without a previous parliamentary debate.

The majority in the parliament led by the ruling Croatian Democratic Union (HDZ) turned down this motion, and endorsed a conclusion of the Sabor finance committee taking account of the latest stand-by deal and the memorandum on Croatia's economic and financial policy.

Parliament endorsed reports on the state of affairs in the armed forces, on the performance of offices of public prosecutors in 2003, and the work of the Croatian National Bank in 2003, which MPs discussed in the last three days.

The Sabor passed amendments to the law on distraint relating to the exclusion of public notaries from distraint procedures.

MPs passed a law on establishing a National Institute for External Evaluation of Knowledge as a pre-condition for the introduction of a unified school-leaving examination in the entire country.

The National Day of the Fight Against the Violence Against Women will be 22 September.

The parliament ended its 10th session with a heated debate on the new appointments to the seven-member Conflict of Interest Commission.

Previously, the Sabor relieved Zeljko Horvatic and Petar Marija Redelj of their duties in this parliamentary body. They had been appointed external members from the ranks of prominent public figures.

The opposition then fiercely opposed the appointment of Milan Ramljak and Zdravko Tomac as their successors on the commission.

Acting chairman chairman Antun Kaprljevic of the Croatian People's Party (HNS) criticised the HDZ for these appointments, saying ironically that this was actually the body consisting of the members of the HDZ and nonparliamentary Forum of the Croatian Concord (led by Tomac). He then proceeded to tender his verbal resignation.

Opposition MPs walked out of the hall during the vote on the new appointments to the commission. After the vote, Sabor Speaker Vladimir Seks concluded the 10th parliamentary session.
