ZAGREB, Sept 15 (Hina) - The completion of a highway south to Dubrovnik is questionable because one can consider inviting bids, announced to take place in three weeks' time, only after parliament debates the national deficit, Croatian People's Party (HNS) central committee chairman Radimir Cacic said on Wednesday.

Bids can be invited only when parliament has adopted terms under which the construction of the 96-km-long highway worth between US$600-700 million is financially feasible, and when the government has adopted a work plan, Cacic told reporters.

Asked to comment on the decision of the war crimes tribunal in The Hague not to grant provisional release pending trial to Croatian generals Mladen Markac and Ivan Cermak, Cacic said it was an unpleasant surprise nobody had expected as well as an unpleasant precedent in Croatia's relations with the U.N. court. He added he could not recall the Prosecutor's Office ever accepting and the tribunal rejecting something.

"It's a big defeat of the HDZ (Croatian Democratic Union's) policy towards the Hague tribunal."
