The manual, entitled "Principles and Procedures", was prepared in
cooperation with the the United States Embassy and the International
Criminal Investigative Training Assistance Programme (ICITAP).
The handbook, signed at a ceremony at the Interior Ministry on Monday
by Interior Minister Marijan Mlinaric and US Ambassador Ralph Frank,
defines the standards of the Interior Ministry and will raise the
awareness of police officers of their rights and duties. It will be
published on the Ministry's web page soon.
Mlinaric said that the manual would increase the competence of police
officers and make their daily duties easier, adding that its ultimate
goal was to improve police services to the public.
Describing Croatian police officers as some of the most committed
professionals he had ever met, Frank said that police forces had to
keep on developing and acquiring knowledge in order to face new
challenges.
Frank said that in cooperation with the US, the Croatian Interior
Ministry had reorganised training for police officers according to
international standards and launched a field training programme.
