ZAGREB, Feb 11 (Hina) - The Croatian Constitutional Court on Wednesday
quashed as unconstitutional the parliament's decision which enables
the holding of closed parliamentary sessions.#L#
The constitutionality of the 2001 decision on closed parliament
sessions was challenged by Anto Kovacevic, a deputy of the Croatian
Democratic Christian Union in the previous parliament.
The Constitutional Court said that the motion for assessing the
constitutionality of regulations on special closed parliamentary
sessions was founded because, according to the Constitution,
parliamentary sessions must be public.
Constitutional Court judges therefore unanimously quashed the
parliamentary decision.
The court also dismissed a motion for assessing the constitutionality
of Croatia's agreement with the Holy See on Catholic religion classes
in public schools and religious education in preschool institutions,
as the matter is not within its jurisdiction. The Constitutional Court
is not competent to assess the constitutionality of international
agreements, however, it can assess the constitutionality of laws on
the ratification of this and other agreements with the Holy See.
