countries in the world in 2005.

nonpartisan organisation promoting democracy and human rights in the world, has
described Croatia as a free country, according to its annual report on the
situation in countries in the world in 2005. In 2005 Croatia made
progress in the strengthening of political rights and civil freedoms, but it
still faces democratic challenges, Freedom House analysts have said.
In 2005 just like in 2004, Croatia was given scores 2 both for
Political Rights and Civil Liberties (marked as PL and CL on the organisation's
table).
Countries with the average scores between 1 and 2.5 are regarded as
free, those with scores between 3 and 5 are labelled as partly free and those
with scores between 5.5 and 7 are described as not free.
