The audits for 2003, the last year of the previous coalition government, covered 720 subjects and nearly 104 billion kuna, or 60 per cent of that year's GDP.
The subjects audited included 570 units of local government, 19 ministries, nine state institutes, five agencies, three funds, and numerous public companies.
Chief state auditor Sima Krasic said that although the number of irregularities was decreasing by the year, the 2003 audits revealed a number of recurring irregularities, which primarily referred to accounting, lack of internal control, notably in local government units, and incurring debts exceeding the legal limit.
The 2003 audit report also revealed numerous irregularities in public procurement, and said that the amount paid for pensions, around 22 billion kuna, was nearly double the amount paid in 2002.
