The Serb National Council in the town of Gracanica organised the signing of a petition which will be sent to UN Secretary-General Kofi Annan.
Serbs accused Petersen of being responsible for "the disastrous situation in Kosovo and the status of local Serbs".
They claim that Petersen has failed to ensure freedom of movement for Serbs and enable them to return to their previous jobs.
They also accused him of failing to make it possible for 250,000 displaced Serbs and other non-Albanians to return to their home towns and help reconstruct over 150 Orthodox churches.
Petersen has not done anything to help shed more light on the destiny of more than 1,300 missing and abducted persons, reads the petition.
The Danish diplomat Petersen took up office of the UN Civil Administrator in summer 2004.
