"Standards means respect for minorities. Standards means a multiethnic Kosovo. This is something that has to be understood by everybody," EU foreign policy chief Javier Solana told a news conference, according to Reuters.
"There's been tangible progress but over the next three to five months we still need to see the efforts translated into real action and real results on the ground," Kosovo's UN governor Soren Jessen-Petersen said in his address to the ministers.
"We have a clear way ahead: comprehensive review of status until July; if positive, status talks to start in September or October of this year," he said.
He added that no real progress could be made on implementing standards unless Kosovo Serbs joined the dialogue with the Albanian majority.
"They (the Kosovo Serbs) will only do so if they get a positive signal ... from Belgrade. Belgrade has been boycotting the dialogue now for 12 months," he said, according to Reuters.
