Kosovo Prime Minister Ramush Haradinaj told reporters that the plan, which will be discussed by the parliament on Thursday, was drawn up by the government's task force, in line with a framework document compiled by government experts and representatives of the UN Mission in Kosovo, the Council of Europe, and the United States Agency for International Development (USAID).
