BANJA LUKA, Nov 15 (Hina) - The Dayton peace accords are the pillars on which Bosnia-Herzegovina is based, but it is of vital importance to upgrade the agreement so as to get a more efficient system, the international community's High Representative to Bosnia-Herzegovina, Christian Schwarz-Schilling, said in the northwestern city of Banja Luka on Wednesday after he met the Serb entity's President, Milan Jelic.

Apart from Jelic, the vice presidents of the Republic of Srpska - Adil Osmanovic and Davor Cordas - also held talks with the German on topical issues, including cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY). They agreed that both Bosnia-Herzegovina and its Serb entity should play a more active role in this field.

The Dayton peace accords are the pillars on which Bosnia-Herzegovina is based, but it is of vital importance to upgrade the agreement so as to get a more efficient system, and all amendments must be agreed and carried out by local institutions, Schwarz-Schilling told the press.

"We agreed that all important issues for the Republic of Srpska and Bosnia must be solved by local institutions without attempts to impose (solutions) or harm any entity or any of the three constituent peoples," Jelic said.

He proposed that initiatives for changes in Bosnia-Herzegovina in future would be launched by representatives of the three constituent peoples (Bosniaks, Croats and Serbs) after they reach agreement.

The High Representative also met the entity's Prime Minister Milorad Dodik and toured the construction site where Banja Luka's landmark, Ferhadija Mosque, demolished by local Serbs in 1993, should be rebuilt.
