"It is necessary to adopt a new constitution that will guarantee the equality and equal rights of all citizens. A country's constitution cannot be based on war profiteering, it must be based on human and civil rights," Puljic said in an interview with Dnevni Avaz daily of Wednesday.
Puljic believes that amendments to Bosnia's constitution will only legalise war profiteering which he says cannot guarantee a stable peace.
The head of the Roman Catholic church in Bosnia said that he had recently discussed the issue with the leader of the HDZ 1990 party, Bozo Ljubic, and Party for Bosnia-Herzegovina leader Haris Silajdzic, staunch opponents of partial constitutional reforms.
Asked why he did not attend the inauguration of the new state presidency, Puljic said that this was due to his previous engagements and that the inauguration was attended by the secretary-general of the Bosnian Bishops' Conference, Ivo Tomasevic.
