High Representative Christian Schwarz-Schilling said the decision on the closure would most likely be confirmed next February.
He said the closure of the OHR did not mean the international community would withdraw from Bosnia because the Office of the EU Special Representative would continue working and that he would hold the post.
"The international community will remain fully engaged with a reinforced engagement by the European Union and the continued presence of EUFOR, the EU Police Mission, NATO," said Schwarz-Schilling. He added it was time the international community changed its role in Bosnia as the country was increasingly turning towards European integration.
The PIC Steering Board political directors assessed that Bosnia's constitutional structure could be changed only through an agreement of all constituent peoples.
