In an interview with Saturday's Dnevni Avaz, Solana said the international community's position had been and was absolutely clear -- the 1995 Dayton peace agreement recognised Bosnia as a sovereign and independent state. Republika Srpska is part of that state, which is also regulated by the Dayton agreement, he added.
Solana was commenting on demands in the Bosnian Serb entity following Montenegro's May 21 referendum on independence from the state union with Serbia.
He underlined that Republika Srpska, as an entity within Bosnia and Herzegovina, was obliged to work within the framework of constitutionally agreed structures.
Republika Srpska does not have the right or the jurisdiction to organise or hold a referendum, Solana said.
