Kosovo's negotiating team proposes decentralisation of province

The document contains basic principles for local government reform, and rules out territorial division of the province along ethnic lines and creation of ethnic enclaves.

Its says that all the existing parallel structures should be dissolved and that any form of parallel structures operating outside official institutions should not be tolerated.

Authors of the document told reporters that it was based on the principles of the European Union.
