Wisner has 30 years of international experience and was the US ambassador to India, Egypt, Zambia and the Philippines. He also served as a State Department undersecretary for international security and Defence Department undersecretary for politics.
Wisner will provide US support to the chief international negotiator, UN special envoy Martti Ahtisaari, in his efforts to pool Serbian and Kosovo leaders for talks on the future status of Kosovo, Rice said in a statement.
