Scheffer told the press that his visit and yesterday's visit by European Enlargement Commissioner Olli Rehn were the best proof that Montenegro had chosen the right way of Euro-Atlantic integration.
Speaking after meeting Prime Minister Zeljko Sturanovic, Scheffer said NATO would help Montenegro sign a security agreement soon, submit documents required within the Partnership for Peace programme, and open its mission to the alliance as soon as possible.
The secretary-general went on to say that NATO's task was to work together with new partners such as Montenegro in strengthening stability and security.
Scheffer said the only recipe for the permanent stability of this region was its Euro-Atlantic integration. That is why we are working together on this, he added.
Sturanovic announced that Montenegro would submit to NATO a document presenting its expectations of cooperation models within the Partnership for Peace.
He underlined that apart from fundamental Euro-Atlantic values, NATO and Montenegro also shared an interest in the long-term stability and security of the region, and added that development of good neighbourly relations and regional cooperation was one of Montenegro's priorities.
