Arnold said that although they had not yet received the text
of the adopted General Amnesty Act, based on the final Bill, it was
a big step forward for the people in the area, adding that the
Croatian legislation had obliged the UN Security Council's views.
He said that assistant Interior Minister Josko Moric was
staying in Vukovar on Tuesday to hold talks with assistant
Transitional Administrator Derek Boothby about the work of the
transitional police and other safety issues in the UN-administered
area.
UNTAES was holding talks with the Croatian government about
the extension of the working hours of the existing offices for
issuing Croatian documents, as well as about the opening of new,
mobile offices, Arnold said.
Recalling the dissolution of the Implementation Committee for
Education, Arnold described interpretations, which had appeared in
some newspapers that Transitional Administrator Klein had with such
a decision supported Serb demands for an autonomy, as absolutely
inaccurate.
General Klein had several times said that the issue of
political autonomy was out of the question in this area, Arnold
stressed.
