BONN, Dec 9 (Hina) - The Peace Implementation Council began a two-
day conference in Bonn on Tuesday to encourage speedier
implementation of the Dayton peace agreement in Bosnia-Herzegovina
by setting strict deadlines and strengthening the role of the
international high representative.
The meeting of the council, established in London in 1995 to oversee
the implementation of the peace agreement, involves delegations
from 51 countries and 21 international organisations.
German Foreign Minister Klaus Kinkel said in his opening remarks
that the Dayton agreement had no alternative and that there was
still a lack of willingness to make decisions for further
development in joint institutions of Bosnia-Herzegovina.
Speaking of the commitments of Serbs, Croats and Bosniac Moslems
under the Dayton accord, Kinkel exclusively used the verb "must",
thus consistently reiterating the tone of the draft final document
of the conference which also uses imperatives when referring to the
obligations of the Bosnian parties.
Kinkel called for greater powers to be given to the international
high representative in Bosnia-Herzegovina, who should be given the
possibility of arbitration in case the country's joint bodies could
not reach consensus on some issues or any of the parties boycotted
the decision-making process.
Addressing the Serbs, Croats and Bosniac Moslems, Kinkel said that
those supporting reconciliation should be helped while those
failing to implement the Dayton agreement should bear the
consequences.
The Croatian delegation is headed by Foreign Minister Mate Granic.
