CRO GOVT MAKES FOUR PROGRAMS FOR RECOSNTRUCTION IN DANUBIAN AREA

ZAGREB, Mar 11 (Hina) - Croatian Minister of Development and Reconstruction, Jure Radic, at a Tuesday press conference called on displaced persons from the Croatian Danubian area to submit requests for the reconstruction of their homes in that area as of Monday. Radic said that the reconstruction of the Danubian area began this week. "From the beginning of the week our people are in Vukovar and other areas of the Danubian area", he said, and added that "commissions will begin evaluating damages next Monday". Out of 100,000 persons displaced from the Danubian area, about 70,000 are in Croatia, the remaining 30,000 around the world. According to Radic, about 20,000 houses would have to be reconstructed for their return, even though more had been destroyed. These houses would be reconstructed through four programmes. With the first, to be completed by the end of the year, reconstruction will include totally destroyed villages, like Lipovac, Apsevci, Ernestinovo and Ceric, before the war mainly inhabited by Croats. The second programme will include houses with damages from the first to the third category, in mainly inhabited towns, from Ilok to Beli Manastir. The third programme will include the reconstruction of 5,000 flats, mainly in Vukovar and Borovo Naselje. The reconstruction of 545 flats was agreed with UNTAES to begin with means from the international community, while the Croatian Reconstruction Ministry will begin the reconstruction of 1,122 flats, mainly in empty buildings, with its own means. UNTAES had invited applications for the reconstruction of "its" flats, Radic said. The fourth programme includes the reconstruction of family houses in the destroyed Vukovar districts, formerly inhabited mainly by Croats. Radic said that the reconstruction of Vukovar would differ from the reconstruction of other areas, since it was the largest urban area to have been destroyed in the conflict. For the implementation of the first three programmes, Croatia would provide 850 million kunas, to be gathered through the privatization of public enterprise, Radic said, adding that UNTAES would provide about 200 million kunas from the international community, which would be enough for the return of 50,000 displaced persons. Conditions for all displaced persons to return to the Croatian Danubian area would be provided during the course of this and next year, Radic further said, adding that this would require two billion kunas. He also announced the Second Donors' Conference for the Reconstruction of the Croatian Danubian area for Friday. In relation to those Serbs currently living in Croatian houses, Radic pointed out that, for displaced Croats to return, conditions must be provided for Serbs, Croatian citizens, to return to their homes.
