which he will start talks with all parties.

The president was speaking to reporters after seeing an exhibition
at the Mimara Museum in Zagreb on Tuesday evening. He was asked if he
would offer Croatian Democratic Union (HDZ) leader a mandate to
form a new government on Thursday as he had announced.
"Parties must present evidence of pre-election or post-election
coalitions or signatures of future members of parliament to prove
that they have a majority in the Croatian parliament, and after that
I will give them the mandate," Mesic said.
Asked whether Sanader would provide evidence of a majority in
parliament by Thursday, Mesic said he did not know.
The president recalled that the Sabor would be in recess from
December 15 until January 15, and that the future prime minister-
elect had to present the new government to the new parliament either
before December 15 or after January 15.
Asked to comment on the decision of the Peasant Party (HSS) not to
form a coalition with the HDZ but to support the Sanader government
in parliament, Mesic said that there was a possibility of a minority
government being formed and that its survival would depend on its
work and the ability to deliver the promises made in the election
manifesto.
