The mega-trial would include four leading Republika Srpska Army (VRS) security officers -- Colonel Ljubisa Beara, Vujadin Popovic, Drago Nikolic, and Milorad Trbic, three generals who were VRS commander Ratko Mladic's aides -- Zdravko Tolimir, Milan Gvero, and Radivoje Miletic, and Colonel Vinko Pandurevic, and Ljubomir Borovcanin.
These commanders are accused of organising manpower and equipment necessary for the murder and burial of thousands of Muslim prisoners, of supervising their transport and killing from 11 to 18 July 1995 on some 20 locations in the Srebrenica, Bratunac and Zvornik areas in eastern Bosnia-Herzegovina.
None of the Hague tribunal's three courtrooms can accommodate this many accused and their counsel. If the motion is approved, either a new trial courtroom will have to be built or one of the existing three reconstructed.
Joining six cases into one mega-trial is also a challenge in terms of organising the trial and ensuring its effectiveness, which is why a number of judges were sceptical when the Prosecution announced it would propose the joinder.
In its motion the Prosecution claims otherwise, saying that the joinder would make the trial economical, the judgements consistent and make the tribunal's resources available for other cases.
The Prosecution has also announced it intends to amend the indictment against General Tolimir, the only one of the nine still at large, by adding charges of genocide, conspiracy to commit genocide, and extermination. Beara, Popovic, Pandurevic, Borovcanin and Nikolic would be accused also of forced resettlement.
Beara, Popovic, Pandurevic, Nikolic and Borovcanin are already charged with genocide or conspiracy to commit genocide, while Tolimir, Gvero, Miletic and Trbic are charged with crimes against civilians.
The Hague tribunal convicted General Radislav Krstic to 35 years in jail in 2004 for participation in the Srebrenica genocide. In the judgement, the Appeals Chamber said that Bosnian Serb troops committed genocide with a view to exterminating 40,000 Muslims living in Srebrenica, at the time a UN safe haven.
