Sea, Tourism, Transport and Development Minister Bozidar Kalmeta attended on behalf of the government. Also present were some 50 locals, mainly the victims' descendants.
The president of a commission for the victims of the war and post-war period from nearby village Vodice, Vladimir Juricev Talijas, said that "innocent people, civilians" had been thrown into the 35 metre deep pit, including his father, who was among the first victims, killed on 6 October 1943.
Talijas said that between 250 and 300 people from local villages were killed by the end of 1945. He added the exact number of the victims was unknown because the pit has not been explored completely.
Minister Kalmeta said the government wanted the truth to be established about all sites in Croatia where innocent people had been killed.
Kalmeta pledged the government's support for the efforts by the victims' relatives to collect and bury the remains of the local victims.
The commemoration of the Golubinka victims began in 1995.
