Agreeing that the adoption of the Constitutional Law was welcome, Josip Leko of the SDP said that it should be clearly stated that new and less strict constitutional provisions on referendum can be applied directly without waiting for the current law on referendum to be aligned with the Constitution.
Although the parliament already directly applied the constitution when in July it tried to elect new Constitutional Court judges with a two-third majority, Leko holds that when it comes to the referendum, the parliament must be "additional cautious in order to ensure legal security and prevent political arbitrariness and different interpretations".
Emil Tomljanovic of the ruling Croatian Democratic Union (HDZ) is confident that the transitional provisions of the Constitution's changes have clearly defined which parts of the Constitution cannot be directly applied without the prior adoption of required laws.
