ZAGREB, May 9 (Hina) - Juris Protecta, the organisation promoting the rule of law in Croatia, said in a report on Wednesday that there had been no significant progress in the judiciary in the last three years and that the government had not made enough effort to implement the necessary reforms.

Presenting the report at a press conference in Zagreb, the organisation's president Zlatko Zeljko singled out the long duration of court proceedings as the main problem, blaming it on high lawyer fees, corruption, poor organisation of court work, inappropriate legislation regulating litigation proceedings and a shortage of qualified judges.

Zeljko said that the only positive thing that had been done was the launch of land registry reform.

The report concluded that "without a thorough purge of judicial staff who were appointed thanks to corruption, nepotism and political suitability Croatia will never become a country based on law according to standards of Western democracy."
