SECURITY COUNCIL POSTPONE MANDATE CONSULTATIONS UNTIL AFTERNOON

NEW YORK, March 30 (Hina) - The UN Security Council postponed until Thursday afternoon New York time consulations on final draft resolutions on a new UN mandate for Croatia and the extension of UN mandates for Bosnia-Herzegovina and Macedonia. It announced the possibility of holding a session after consultations to adopt three resolutions. The draft resolution on Croatia proposes a UN mandate under the name of UNCRO - the UN Confidence Restoration Operation in Croatia until March 31 next year. Draft resolutions for Bosnia-Herzegovina and Macedonia envisage the extension of the current UN mandate until November 30 - in Bosnia-Herzegovina under the name UNPROFOR (UN Protection Force) and in Macedonia under the name UNPREDEP (UN Preventive Deployment Force). The draft resolution for Croatia defines principles of the new mandate which would be based on implementing the 29 March 1994 ceasefire agreement, the 2 December 1994 economic agreement, and relevant Security Council resolutions. The UNCRO force would assist in controlling, by monitoring and reporting, the crossing of military personnel, equipment, supplies and weapons over Croatia's international borders with Bosnia- Herzegovina and Yugoslavia (Serbia and Montenegro), at border crossings for which UNCRO was responsible. The draft resolution binds the UN Secretary General to submit a report on the detailed implementation of the mandate to the Security Council not later than April 21 for its approval. Boutros- Ghali should also propose the number of troops and their deployment in Croatia. Croatia had made objections to the final draft resolution, demanding that the name of the UN operation include the name of the state, Croatia, that the duration of the mandate be reduced from the proposed 12 to eight months and that the border control regime be defined in line with paragraph 12 of resolution 820.
