GRANIC WILL SPEAK TO CROATIAN PARLIAMENT OF GHALI'S REPORT

ZAGREB, March 27 (Hina) - Croatian Foreign Minister Mate Granic will tomorrow inform the heads of the parliamentary parties' benches about the Croatian Government's positions on the UN Secretary-General Boutros Boutros-Ghali's report on the new mandate of UN forces in Croatia. "For Croatia most of the report is generally unacceptable, and does not reflect the spirit of the Copenhagen deal," the Croatian Parliament deputy speaker, Vladimir Seks of the Croatian Democratic Union (HDZ) said today. Tomorrow's session between parliamentary parties' benches heads was aimed at solving a disputable issue regarding the rules of procedures in the Parliament. The dispute between the opposition parties and the ruling Croatian Democratic Union (HDZ) party is over whether the first deputy speaker, Goran Granic of the Croatian Social and Democratic party (HSLS), can chair this session while the speaker is absent. The opposition holds that Goran Granic is entitled to chair the session, since the decision on his appointment took effect immediately. The HDZ calls on the Book of Procedures which says that such decision can come into effect only after it is published in the official papers "Narodne novine". As the Parliament speaker Nedjeljko Mihanovic has departed for the USA, the opposition and the HDZ party could not reach agreement, and the resumption of the session has been postponed for Tuesday, March 28. Asked to comment on an early return of Mihanovic from the USA, which is announced for tomorrow, Seks said there were several reasons. One of the reasons why Mihanovic was returning to Croatia tomorrow was to "avoid all possible implications which have cropped up in the dispute over who should chair the session while the speaker of the House of Representatives is absent," Seks said.
