by representatives of the Republika Srpska. They were causing great problems, Bullivant said, stressing that the Serb side always sent different representatives to negotiations on the conditions of holding a session of the Assembly, so it was impossible to keep the continuity of the dialogue.

Bullivant said in Sarajevo on Monday that the session of the
Bosnia-Herzegovina assembly, which had been announced several
times, was canceled again.
The problem was caused by representatives of the Republika
Srpska.
They were causing great problems, Bullivant said, stressing
that the Serb side always sent different representatives to
negotiations on the conditions of holding a session of the
Assembly, so it was impossible to keep the continuity of the

Bullivant warned that the Serb side could take consequences if
the obstruction continued in the next year.
If the Assembly could not hold a session, the Council of
Ministers could not be established, without which there would be no
financial help for the reconstruction of the country, Bullivant
said.
Representatives of political parties which had representatives
in the Bosnia-Herzegovina Assembly held a meeting with Bildt's
deputy, Michael Steiner, on Monday, in order to remove the current
difficulties.
The main obstruction was that Serbs were setting a condition
that sessions of the Assembly be held in one and then the other
entity, and did not agree that the base of the Council of Europe be
in Sarajevo, an unofficial source said.
