IFOR, OSCE COMPLETE PREPARATIONS FOR B-H ELECTIONS

SARAJEVO, 10 Sept (Hina) - In line with a decision made by the Mission of the Organization for Security and Cooperation in Europe (OSCE) in Bosnia, the Serb Democratic Party (SDS) would have to publicly warn its members to ban photos and placards with the image of Radovan Karadzic from all pre-election rallies. Karadzic, who is the former president of the Serb entity, was indicted by the Hague War Crimes Tribunal for war crimes. The SDS would have to make a public statement that it would ban its former leadership from taking part in the elections, OSCE spokesperson Agota Cuperman said Tuesday. Such a statement had already been publicized by the Bosnian Serb electronic media at Pale and it would be repeated in the next three days. The OSCE had still not decided what measures should be taken against the SDS since it was noticed that during the party's pre- election rallies the party leaders had called on the secession of the Serb entity, calling Karadzic and the Serb army commander Ratko Mladic heroes. According to Cuperman, the final decision on this problem could be expected on Friday, a day before the election day. Simon Haselock, IFOR spokesman in Sarajevo said that operative preparations aimed at providing full security on the election day were continuing. The Federation authorities had so far secured 730 vehicles which would be used as a 'shuttle service' on September 14 for the transport of voters along 19 special roads. The vehicles, which would carry not more than eight persons at a time, would transport the voters over the inter-entity boundary and transport them back immediately after they have voted. The only vehicles which would be allowed to carry more than eight persons at a time would be the vehicles of international agencies and press vehicles. It was expected that traffic on other roads would run smoothly as well, Haselock said. UN and IFOR representatives on Tuesday stated that they would not prevent anyone from visiting their homes or family members in the other entity after they have finished voting, although the Serb entity interior minister Dragan Genjac yesterday stated that his ministry had taken adequate measures only to secure the voting procedure itself.
