Democratic Union (HDZ) and the Croatian Peasants' Party (HSS)
warned that the re-organisation of the Bosnian capital had still
not been completed due to the delaying by the Bosniac side. The two
parties added that this might cause their boycott of the 14

The vice president of the illegally dissolved Sarajevo City
Assembly, Ante Zelic (HDZ), said that a proposal on the re-
organisation of Sarajevo should have been signed this week.
However, the Bosniac side changed their mind at the last
moment and gave up the proposal they themselves had offered, Zelic
said.
It was obvious that the Bosniac side was trying to maintain
the status quo situation in the city in which Croats had no right
to make any decisions, he said.
'This situation cannot be tolerated and we intend to call on
the Croat people to boycott the elections until the issue of the
city re-organisation is resolved', Zelic told reporters.
A HSS representative in the Federation Parliament, Mirko
Prskalo, said that it was pointless to hold parliament sessions
under the current conditions. Prskalo added that Croat
representatives would not take part in the 12 September session of
the Federation Parliament.
'The present situation was created by those who talk about
nothing but equality', Prskalo said. According to Prskalo, the
agreement on the status of Sarajevo contained a minimum of
conditions which were acceptable for Croats and they would accept
nothing less.
Although Michael Steiner, who is acting as a mediator in the
negotiations on the status of Sarajevo, had demanded that the
offered solutions not be publicized, it is known that Croats would
be offered 20%-participation in the bodies of authority of the
future Sarajevo County.
According to Sarajevo HDZ vice president Radoslav Ljubas, this
also includes a request for the organisation of a Croat
municipality in a part of the city with majority Croat population.
A draft proposal on the organization of that municipality had
been approved by the Federation's government on Friday, Ljubas
said.
