BELGRADE, 24 Aug (Hina) - Yugoslav authorities have still not publicized the whole text of the Agreement on the normalisation of relations between Croatia and Yugoslavia. They publicized a statement of the Yugoslav Foreign Ministry
which fails to mention certain aspects of the agreement or offers false interpretations of certain articles.
ON NORMALISATION OF RELATIONS
BELGRADE, 24 Aug (Hina) - Yugoslav authorities have still not
publicized the whole text of the Agreement on the normalisation of
relations between Croatia and Yugoslavia. They publicized a
statement of the Yugoslav Foreign Ministry which fails to mention
certain aspects of the agreement or offers false interpretations of
certain articles. #L#
"By this agreement, the Republic of Croatia recognizes the
existence of territorial continuity of the Federal Republic of
Yugoslavia in relation to the former Socialist Federal Republic of
Yugoslavia. The two countries also agreed to solve the question of
succession in mutual agreement', says the statement of the Yugoslav
Foreign Ministry.
The statement fails to mention the article which says that
'Starting from the historical fact of existence of various forms of
state organisation of Croatia in the past, the Federal Republic of
Yugoslavia acknowledges the existence of the continuity of Croatian
statehood'.
According to the statement, the two countries agreed to
perform the organisation and setting up of borders in mutual
agreement, as well as to solve disputes in a peaceful manner,
refraining from threats or the use of force, in accordance with the
United Nations Charter.
'In that context, the two sides agreed to solve the important
disputable territorial issue of Prevlaka through negotiations and
in the spirit of the United Nations Charter. This will contribute
to the full security of the part of the territory of the Federal
Republic of Yugoslavia in the Boka Kotorska region and the part of
Croatia in the area of Dubrovnik. Until mutual agreement on
Prevlaka is reached, the existing security system along with U.N.
monitoring will remain'.
This part of the statement falsifies the article of the
Agreement in which Prevlaka is not referred to as a disputable
issue, but as a matter of security in the regions of Dubrovnik and
Boka Kotorska.
The statement also mentions the article on general amnesty,
failing to mention that amnesty will not be granted in cases of
gravest violations of international humanitarian law qualified as
war crimes.
