SARAJEVO, Aug 15 (Hina) - "Today, we have signed a document of
general character," President of the Bosnian Federation Kresimir
Zubak told Hina on Thursday, after the signing of the "Agreed
Measures" document with Vice President of the Bosnian Federation
Ejup Ganic and Prime Minister of Bosnia-Herzegovina Hasan Muratovic
about the transferal of authority from Herzeg Bosnia and Bosnia-
Herzegovina to the Bosnian Federation.
"The document defines commitments of both sides to complete
the transferal by August 31, that some authority bodies be
dissolved and others be transformed. It was also agreed that
federal bodies of authority will full competence and authority be
constituted," Zubak said.
He announced talks on a special document, an Annex, to be held
on Friday, concerning every department: defense, interior and
foreign affairs, health, and others, adding that all measures and
deadlines would be agreed on on Friday.
"We ask that the whole process be done simultaneously, which
means that at the same time with dissolving the Herzeg Bosnian
Interior Ministry, the Agency for Research and Documentation will
have to be dissolved. Or, at the same time with dissolving the
Federation Defense Ministry, the Herzeg Bosnian Defense Ministry
will have to be dissolved, as well as the existing service which is
officially not called the republic defense ministry, but it
performs all duties of the republic defense ministry" Zubak said.
Asked whether everything would be completed by August 31,
Zubak said that the deadlines would be set by the Annex according
to departments.
"Knowing the situation and the problems we are facing the past
two years, I doubt that everything will be completed by September
1. Actually, this deadline does not mean that everything has to be
completed by then, but it should be finished around the end of
August," Zubak said, adding that the Federation was build step by
step and that the reconstruction project would continue after the
elections.
