$ AY ZAGREB, June 13 (Hina) - Croatian Parliament Lower House on Thursday concluded a discussion on the suggestion of representative Bozo Kovacevic on the establishment of an investigative commission on concessions for the financing, construction, administration and maintenance of two sections of the Adriatic motor way, the section between Dragonja and Pula and section Kanfanar-Pazin-Matulji.
W $ AY ZAGREB, June 13 (Hina) - Croatian Parliament Lower House on Thursday concluded a discussion on the suggestion of representative Bozo Kovacevic on the establishment of an investigative commission on concessions for the financing, construction, administration and maintenance of two sections of the Adriatic motor way, the section between Dragonja and Pula and section Kanfanar-Pazin-Matulji. #L# Explaining his suggestion, Kovacevic said that according to the Law on Concession, the decision on concessions should be made by the Lower house, and that in this case, the decision had been made by the government in September 1995, which was not stipulated by the law. Transport and Communications Minister Zeljko Luzavec said that the government had made the by-law on the basis of its legal authority to resolve certain issues from the jurisdiction of the Lower house and that the conditions stipulated by the Law on Concessions had been fulfilled during the process of setting the by-law, that is, that a prior consent of the Istrian County had been given and that the Parliament had confirmed the by-law on December 14 1995. Thus, the establishment of an investigative commission was not necessary, Luzavec said. The suggestion on the establishment of the investigative commission was supported by representatives of opposition parties, while Vladimir Seks, (HDZ) stressed that representatives of the Croatian Democratic Union held the investigative commission should not be established, but the government should be obligated to submit a report to the Parliament so it might get acquainted with all details, conditions and effects of concession and that it might consider the possibility of establishing an investigative commission.
