SARAJEVO, June 10 (Hina) - UNHCR spokesman in Sarajevo, Kris Janowski, on Monday expressed dissatisfaction with the level of freedom of movement achieved in Bosnia-Herzegovina, pointing out that every day there were new problems which
prevented displaced persons and refugees to visit their homes. Janowski said that a group of about 100 Serbs on Sunday prevented a visit of displaced Bosniacs to the village of Koraj near Doboj, even though the visit had been announced and organized in cooperation with UNHCR. The group of Serbs had, according to UNHCR representatives, been organized and physically threatened the displaced.

"Last week only one out of ten attempts of crossing
borderlines between the entities was successful" Janowski said,
adding that, because of the Serbs' behaviour, freedom of movement
had been reduced to zero.
Colum Murphy, spokesman of the High Representative for the
Implementation of the Peace Agreement, Carl Bildt, condemned such
behaviour, stressing that it was in complete opposition to what
Bosnian Serb authorities in Pale had promised.
Murphy said that the Serb entity had received not one dollar
for the reconstruction, due to insufficient cooperation in the
implementation of the peace agreement. He added that Bildt was not
against the reintroduction of sanctions against Republika Srpska,
which the president of the International Criminal Tribunal, Antonio
Cassese, would probably demand at a forthcoming meeting in
Florence, Italy.
"Basically, Bildt is not against it, but he wants to hear the
opinions of the other participants in the meeting in Florence",
said Murphy, adding that the meeting would analyze the
implementation of the Dayton agreement and probably announce the
final date for the general elections, which should take place in
September !996.
